On the top navigation bar, click Cloud Services, and then select Firewalls Service from the Network menu.
Click Create.
Configure firewall parameters.
Click OK.

Resource Type |
Attach the firewall to resource (a router in a classic network or a VPC). This field is optional. If you attach the firewall to a router in a classic network, the firewall protects all services (VMs and load balancing) in subnets attached with the router. If you attach the firewall to a VPC, the firewall protects all services (VMs and load balancing) in the VPC. If you do not specify a resource, you can access the Firewall page and click More for the firewall to attach it to a resource after the creation. |
Audit |
Select whether to activate the firewall configuration. Changing a firewall rule or a rule priority sets the audit state to deactivated, and the change does not take effect. The most recently activated configuration of the firewall takes effect instead. For the change to take effect, you must activate the firewall manually. |
A firewall without any attached network resource is in inactive state. If you attach such as firewall to a resource, the firewall enters active state. |
